A former immigration judge and policy expert has reportedly challenged the prevailing narrative that federal immigration enforcement operations are preventing patients from accessing medical care in a northern region of the country, according to local media reports.

The dispute centers on claims made during a recent news conference, where opposition lawmakers and medical professionals alleged that patients are avoiding critical healthcare services due to fears of immigration enforcement activities. Medical providers speaking at the event reportedly cited cases of both undocumented residents and citizens skipping essential treatments, including diabetes care, routine checkups, and even childbirth services.

However, Andrew Arthur, described as a law and policy fellow at the Center for Immigration Studies, disputed these characterizations in statements to media outlets. “There have not been any reports that ICE has gone into any medical facility, any hospital, any clinic, any doctor’s office,” Arthur reportedly stated, referring to the federal immigration enforcement agency.

A spokesperson for the Department of Homeland Security had previously clarified that “ICE does not conduct enforcement at hospitals — period,” according to reports from the region.

Arthur’s analysis suggests that the root cause of the situation lies not with enforcement operations themselves, but with what he characterized as local sanctuary policies that limit cooperation between regional authorities and federal immigration enforcement. “This situation has been created by the sanctuary policies,” he allegedly stated.

According to Arthur’s account, federal operations in the region became necessary after local jurisdictions issued guidance preventing county detention facilities from holding individuals based on immigration detainers. “Consequently, they’ve been turned out in the street, and ICE has to go into the communities to find them,” he reportedly explained.

The expert suggested that if local authorities in major metropolitan areas of the region “simply allowed ICE to take custody of criminal aliens from their jails, ICE wouldn’t be running this operation there at all.”

Observers note that the debate reflects broader tensions between local sanctuary policies and federal immigration enforcement priorities that have characterized the nation’s approach to immigration issues in recent years. Arthur framed the healthcare access concerns as fundamentally about legal status rather than enforcement tactics, stating that “the only reason that any individual would be afraid of ICE enforcement is because they don’t have status in the United States.”
